Russ Decker serves as Project Manager at Nutrien Lima Nitrogen, where he leads community engagement, government relations, and strategic initiatives. Previously, he was appointed Deputy Director of the Ohio Department of Public Safety, supporting Ohio Homeland Security and statewide emergency preparedness efforts. Dr. Decker also served as Director of the Allen County Office of Homeland Security & Emergency Management, where he oversaw emergency operations, 9-1-1 services, and regional response teams. He holds a Ph.D. in Public Safety Administration and has earned national recognition for his leadership in emergency management, including serving as National President of the International Association of Emergency Managers and as a member of the FEMA National Advisory Council. Locally, he is actively engaged in the community through his involvement with the Lima Memorial Hospital Foundation, the United Way of Greater Lima, and the Lima/Allen County Chamber of Commerce.
